VBEventTrace 2.1/TBEventTrace 2.2.3

Updated twinBASIC version with a temporary fix for a bug resulting in the ListView being erased on resize. Also made the appearance more similar to the VB version (which IMO looks better) by having the system do the DPI scaling. The x64 version also no longer has a twinBASIC banner on startup as I'm now proudly supporting the project with a subscription.

Reminder: You must use the TBEventTrace version matching your Windows bitness; 32bit Windows must use TBEventTrace223-x86.exe, and 64bit Windows must use TBEventTrace223-x64.exe. The VB version is only compatible with 64bit Windows.
