Does this command exist only in ci? I cannot run it locally.

I think this is the native npm not pnpm command
The theoretically equivalent would be something like using --frozen-lockfile
But this might be auto-enables in env CI=true
https://pnpm.io/cli/install#--frozen-lockfile
