…bypass fiine. Avoid the FiineAPI call during FIINELESS mode. Verified that adding a user to a Group via groups.add() works and goes through IfxUserGroups Verified that Resource can be created when fiine is down in FIINELESS mode

Update ifxuser to complete implementation of the IfxUserGroups transition
Update ifxbilling to get Product.product_organization. This will be important for the conversion of Allocations into Products
Add FIINELESS Django setting. When set via the FIINELESS environment variable, interactions with fiine will be bypassed. Resources can still be created, but they will get a product number generated by adding 1 to the highest current value.
