Hello!

Additionally to the DEFAULT_LOCALE variable, i would quite like to be able to set a default time format (or identify that all DEFAULT_LOCALE except for en use 24h format) :)

Thanks to #190 there are user settings for each user, but normally, you would expect all users to use the same time format :)

I may actually add a global app setting rather than an env variable for this, I'm trying to reduce the amount of env variables in favour of settings instead, it's a bit easier for less technical users to deal with.

This is a valid request, I'll look into how hard it'd be, I still want to leave the user specific setting, so it may end up in a bit of spaghetti code situation there lol
