This PR is to address #552.
This looks in the local job ad file the value of
NumJobStartsto check if the job has been restarted,if this is the case, set the env var
myNumJobStartswith a suffix to append to the log filenames,this prevents new log filenames to clash with previous version of log filenames in the dCache sandbox area.
