This mentions Fleet-maintained apps and custom packages but not Apple App Store apps... does it need an update here too?

Good catch; I thought I had missed a reference like this but couldn't find it in my editor.
I've simplified this intro paragraph since we now support policies across all three types of apps, so we don't need to call out VPP by way of omission anymore. We'll be able to simplify further down the page when VPP auto policy creation hits in 4.64.
