Necessary for packaging in NixOS 25.05.

This does the bare minimum for making this build against a current nixpkgs-unstable and python312. Apart from that, no python dependency updates are done.

    • update python and locked nixpkgs input to current versions
  • Security requirements tested? (EVIDENCE)
    • nix build still passes, including a doCheck = true

- `packaging` python package needs to be updated to match nixpkgs
