Initial Fortran 2008 release

Thanks @jkkr2 for reporting fix to no sound after project was reorganized.

This project was substantially reworked to eliminate many non-modern coding practices, which were common in the 1970s and earlier. It is far from a modern structure, but nontheless works back to at least Gfortran ≥ 4.8
