  1. Update build with updated sphinx & myst-parser 

    New environment with Ubuntu 22.04 and:
sphinx from v4.3.1 to  v6.2.1
myst-parser v1.0.0

  2. Add reference to wiki for geneweb user 

    As suggested by  geneweb issue geneweb/geneweb#1301
add a short paragraph to inform this doc is for geneweb developers,
and not for geneweb users, that should better read geneweb wiki.
