Issue:206269

As of December 2025,
the Java Build Pack 1 we reference for deploying applications in SAP is no longer supported.
It now requires Java 17 or Java 21 and Jakarta.

We are introducing changes to support the new version.

* SAP deploy update to Jakarta platform support

* Add env var to manifest.yml to determine Tomcat version.

* On October 1st, it's no longer valid to use sap_java_buildpack; instead, you must use sap_java_buildpack_to_be_removed.
Then, make that change so it fits correctly in the October 1st - December 31st, 2025 time window.
