Prepares CHANGELOG.md for v1.6.0 release.

Changes

Creates new v1.6.0 section for Workflow Policy Enforcement (Issues #1019, #1020, #1021)
Moves Workflow Policy Enforcement out of v1.5.0 (that tag already exists)
