Why exactly was this URL removed? It seems to work just fine even now.

For openSUSE 13.1, and Fedora 20, please install via OBS.

Many features are either missing or not working massively well, but you can now logout, etc, from the desktop and use it. I don't<!--more--> recommend it yet as a
daily driver due to missing integration with sound, network systems and media keys.

Many thanks go to Matias Linares, who helped at the very last minute last night to get task selection working properly in the new icon tasklist.

The plan now is to add basic network and polkit support to budgie-desktop, and release a v3 with Evolve OS Alpha 1. In the mean time, the OBS repositories have already
been updated and v2 is on its way, so please enjoy! 🙂

I'm not 100% sure about removing this kind of information. Google+ is known to be dead, and completely the URL prevents one from perhaps checking an archived copy in the Internet Wayback Machine or other archives. It also still resolves to something at least, and you can get the information about the Google+ deprecation on that page.
