Seems like quick power cycles can cause some random issues. We've seen it cause many ports (~20%) be down on env-ci-1 and not restoring after another power cycle, but shutting them down for a bit helped out perfectly. Signed-off-by: Sergei Lukianov <me@slukjanov.name>
