Configures repository-specific guidance for GitHub Copilot by adding .github/copilot-instructions.md.

Changes

• Created .github/copilot-instructions.md with guidelines for:
  • Code style and maintainability practices
  • Documentation and testing requirements
  • Security considerations
  • PR submission standards

Copilot will now use these instructions when providing code suggestions and assistance in this repository.
