This PR adds a CONTRIBUTING.md file, which will help guide external and internal contributions to the blog. The guidelines consist of two parts: the CONTRIBUTING.md file in this PR, and the template PR, to be used as an example for new blog posts. Everything is detailed within CONTRIBUTING.md.
