We don't have any reason to run prepareLibrary inside bump anymore since we no longer run generate this in command.

Code Review
This pull request removes what appears to be an unnecessary call to prepareLibrary from the bump command's workflow. While this is a good simplification, I've raised a concern that prepareLibrary might have essential side effects, such as creating library output directories, that bumpLibrary may depend on. For example, language-specific bump implementations (e.g., for Rust) write to the library's output directory but may not create it themselves. If prepareLibrary was responsible for ensuring this directory exists, its removal could cause bumpLibrary to fail. Please ensure that all prerequisites for bumpLibrary are still met after this change.
