Why I did it
During syncd startup the lspci command fails to execute (This command is used to obtain the asic information for mellanox devices) because the pci for dpus are being removed in parallel by the dpuctl.service
Because of this issue, the order of operations was changed such that syncd is started after the dpuctl service

By adding a dependency in the dpuctl.service file so that it starts before the syncd service
