fix(operator): change leader-election parameters

What this PR does / why we need it:
Use different values for the leader election parameters in the Loki Operator instead of the default ones to be able to tolerate disruptions.

The recommendations are:

LeaseDuration=137s
RenewDealine=107s
RetryPeriod=26s
