Closes #1146 By switching from list to set, the order doesn't matter anymore

In order to lower resource usage and have a faster runtime, PRs will not run Cloud tests automatically. |

By switching from list to set, the order doesn't matter anymore. I tested and there's no issue when upgrading from the old version to the new one
