## What does "diff" exactly measure? What does it tell if it's high or low?

Difficulty (diff) is a number that represents how hard the PoS
algorithm has to work to keep block minting periods at a
stable 90 seconds rate into the future.
A staking hash that is generated that is LESS than the target will stake. So the smaller the target (higher the diff) the LOWER the probability of staking.

When a lot of wallets are eligible at the same time for a block the difficulty rises to slow down minting.
This also means that diff is directly proportional to that average net coins staking on the network.

In constrast, when not a lot of wallets are online to stake, the difficulty will drop to lure in miners to keep the blocks staking at an average of 90 seconds.
TL;DR:
When more coins are staking the difficulty increases which makes it harder to stake and vice versa.
