This change is in preparation for the file watcher plugin credentials defined in gRFC A29. All of these APIs are officially non-public, so this doesn't lock anything in.
The test verifies that credentials can update a watcher with
null
(as an error) to make the server start rejecting connections, and then return a non-null
value to make it start accepting them again.
