Rely on magic nix cache action instead of Cachix#10

This PR makes the action use https://github.com/DeterminateSystems/magic-nix-cache-action/ to cache hax and F* builds. It seems like the cachix cache isn't populated correctly. I am maintaining this cache for F*, since I'm leaving this cache will not be maintained any longer, so going with Magic nix cache is preferable.
