1.x: Update netty to 4.1.118.Final, grpc-java to 1.65.1, protobuf to 3.25.5 plus pipleline upgrades #9817

  • Update netty to 4.1.118.Final
  • Update grpc-java to 1.65.1 (required by netty upgrade)
  • Update protobuf to 3.25.5 (to align with grpc-java)
  • Update ubuntu image used in workflows to 22.04
  • Update dependency check plugin to 12.1.0
  • Update copyright in pom.xml files
  • Upgrade upload-artifact action to v4
