This PR removes the cost and error localization code.
localize.rktstill exists, but now only to support Odyssey andexplain, which itself I think mostly exists to support Odyssey. Refactoring that code would be valuable, especially if we can make it shorter and simpler, but for now maybe not the most important next step.
