fix(deps): bump tough-cookie and npm

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [npm](https://github.com/npm/cli). These dependencies need to be updated together.

Updates `npm` from 7.20.6 to 7.24.2
