CESAR Makefile not working

Hi guys,

as sysadmin I would thank a lot if you'd indicate all the requirements of this software, as it's impossible to know what version of nextcloud it needs until it crashes, besides, I didn't know there's no-compiled software within the same repository, like CESAR. So I'm here today because i've been some days trying to install TOGA2, and finally I found out that the CESAR's makefile is pointing to non-existing directories (correct me if I'm wrong), all of them different 'lib' directories that are not there, like:

hgLib:
cd hg/lib && ${MAKE}

There's no lib inside .../CESAR2.0/kent/src/hg/

There are more errors like this, and it's impossible to compile CESAR, could you please fix it?

We have never run into similar problems with CESAR installation before, nor we were reported of such problems occurring. Does the same problem occur if your clone and install CESAR from its repository (https://github.com/hillerlab/CESAR2.0)?

Regarding the software version indication: I saw your comment in the other issue; recommended Python version will be bumped to 3.12 in the upcoming update (see also develop branch); for other software, please indicate which programs you had problems with so that their version will be added to README/requirement list soon.
