Price Feed Dispute Resolution Process

Requirement: In the event of a dispute (aka verification system disputes the price feed and says "NO, this price feed is invalid"), alternative price streams can be proposed.

Unanswered questions for how alternative price streams are proposed include:

• Who can propose alternatives? Is there a quorum needed or some other approval process so that only "quality" alternatives can be voted on?
• Do alternatives only get proposed with a "no" vote, or can alternatives be proposed in the main vote?
• Are there any costs or rewards to proposing alternatives?

Requirement: The price history can be changed / corrected via dispute process if the systems votes to adopt an alternative price feed.
