Describe this PR

• Finally gave in and upgraded to the prettier alpha hook, but using PRETTIER_LEGACY_CLI=1, as the alpha is not stable (it is to test an experimental fast parser).
• Upgraded all other hooks and ran them.
• Superceeds and closes [pre-commit.ci] pre-commit autoupdate #1075
