"Planned" is a stretch, but releasing 4.0 for real is a fair ask!

I just opened #473 so we can release 4.0 with working DAOS support. Once that checks out, I'll cut a release.

Thanks @glennklockwood. No need to rush a release for us. We've been building from the tip of main anyway :)
The 4.0 release just allows us to move forward the baseline release that we package for internal testing.

This is done (https://github.com/hpc/ior/releases/tag/4.0.0). Sorry for the loooooong release cycle.
