What does this PR do?
modular_model_index.jsonis a fundamental block for sharing and loading modular blocks and pipelines. This PR adds a test to ensure the integrity and consistency of amodular_model_index.json.I think this will also be helpful for the ongoing discussions in huggingface/blog#3278 (comment).
Additionally, I can add a test to ensure the checks are held when
ModularPipeline.from_pretrained()is called on a regular diffusers repo.
