Update default 4bit configs

What does this PR do?

Contains configuration updates based on the experiments from 135227 and following PR's:

• Update NNCF defaults for several models openvinotoolkit/openvino.genai#377
• Update NNCF default configs openvinotoolkit/openvino.genai#419
