Continuation of #1285 with latest updates in Svelte 5/next branch

Going to keep track of some LayerChart issues we have open here to stay aware of when they are complete so we can implement the updates:

• Highlighting behind the bar charts instead of in front of them (BarChart: Highlight behind bars techniq/layerchart#262)
• Being able to style the radius of each stack of each bar in a stacked bar chart (BarChart: Ability to style each part of Stack techniq/layerchart#263)
