ACU state machine checks if contactors are welded together by calling ACU controller delegate, if so then transitions to "WELDED" state. ACU Controller writes sw-not-ok pin high if weld check conditions not met, low if conditions met. Data about contactor weld status "air_plus_welded" and "air_minus_welded" is sent over ethernet.
