Remove cirrus ci for it being useless for a long time.

Removes the corresponding tasks file. For the future of the project it
is better to use GitHub actions with ubuntu linux runner and the
"vmactions/freebsd-vm@v1", as in here:
<https://github.com/rust-lang/rustup/blob/master/ci/actions-templates/freebsd-builds-template.yaml>.
