This is a tweaked version of Miitomo.ipa that is already tweaked with Kaerutomo and is also modified to run on devices under iOS 13 (Tested on iOS 11.4). Please don't post this link on the Kaeru discord as they are legal nuts.
Since this file is already tweaked it can be installed without a jailbreak on iOS 10-iOS 15.7.
