[PB-5808] Do re-connect in the first middleware

Description

Upon CONNECTION_FAILED, 4 different routines are called, including our middleware:

[AUTO_RECONNECT] Went to CONNECTION_FAILED of react/features/base/conference/middleware.any.ts middleware.any.ts:341:13 
[AUTO_RECONNECT] Went to CONNECTION_FAILED of react/features/visitors/middleware.ts middleware.ts:122:21 
[AUTO_RECONNECT] Went to CONNECTION_FAILED of react/features/app/middleware.ts middleware.ts:73:13 
[AUTO_RECONNECT] Went to _connectionFailed in reducer: reducer.ts:87:13 
[AUTO_RECONNECT] OUR MIDDLEWARE --> Starting reconnect... middleware.auto-reconnect.ts:28:13

Some of those routines start other reloads and reconnects. I changed it, so it cleans up the conference and reconnects in the first one react/features/base/conference/middleware.any.ts.

How Has This Been Tested?

Start a conference of 2 on 2 different computers, start switching between wi-fi and personal hotspot connection for one of the computers.

Additional Notes

It works for 2-3 consecutive reconnects (one after another), but then fails with an unknown Jitsi error. Not sure if it’s because Jitsi cannot handle rapid switches, or if there's some error on our side
