What
Move QueueManager from drive-desktop to node-win.
Why
Currently, we had the QueueManager in the repository drive-desktop, however, in node-win we have already implemented a syncRoot example in which we can perform all operations just by mocking the fake server. However, we were also mocking the QueueManager, which was not dependent in the web or anything, so by moving the QueueManager to the node-win, we ensure that the tests that we do in node-win are closer to the reality and we just mock the fake-server.
