Update to the Albert Python interface v0.4.

The first two number (0.4) is the version of the Python interface, the last number (1) is the albert-todoist version.

Patches for a few of the worst bugs in 0.1.0.

Changes:

• install.sh now creates a file for the Todoist API key, and updates it's permissions so anyone can read and write to it (in case Albert is being run by a different user than the one who runs install.sh)
• fixed a bug where the API key would be requested until Albert was restarted.
