For some completely unknown reason, GitHub really, really wants this PR to remain closed no matter how many times I reopen it. What a bizarre bug. Sorry about your inbox.

Anyway, for right now we won't be doing this. See this comment for why. Emoji vendors significantly diverging from each other in the representation of a given emoji is problematic because users expect emoji to look relatively deterministic. For this particular emoji, imagine the user experience of being a Quebecois user who sends this emoji to their friends: if their friends use Twemoji to display emoji, the meaning of the message will be much different than if they use any other emoji vendor.

There is a solution to this problem, but for now it requires emoji vendors to first do some coordination and figure out a collective way forward – it's not just up to Twemoji to unilaterally change how this emoji will be represented so drastically. (To be clear: I do think we should update this! But everyone all together – especially because it presents other problems like, "Should the Quebec flag emoji sequence be recommended for general interchange even though Quebec is not a country like the sole 3 region-specific flags that are RGI?". Twemoji support for emoji that aren't RGI is unlikely.)

@jdecked I think the best first step would be to provide the Quebec flag emoji (#50) while leaving Martinique alone for the time being so that users might start to switch over. I don't really see why it not being RGI should prohibit Twemoji from having it, it's still a valid and well defined tag sequence.

And how would we even coordinate such a thing with other vendors?

It appears Apple and Samsung have switched to the new flag as of March 2024.
