Prefer timestamp from ddb record

• Updates fromDynamodb to prefer to timestamp from the stored record for uow.event.timestamp rather than the approximate creation time.
• If no NewImage on record, still prefer approximate creation time.
• Bumps version to 1.1.0 simply because this is sort of a big semantic change for trigger functions. Open to discussion / just incrementing bug version if we'd prefer.
