[6.0] z-index on choices dropdown

Summary of Changes

Force the z-index with the use of !important

Testing Instructions

Either use a prebuilt package or npm run build:css

Actual result BEFORE applying this Pull Request

When creating a module When the module Position selection dropdown opens, the Start Publishing and Finish Publishing options will remain at the top of the area.

When creating a menu item the parent menu dropdown opens the item underrneath the dropdown is set (see original report in linked issue)

Expected result AFTER applying this Pull Request

All dropdowns work correctly
