Updated the versions of all the related tools: mkdocs, mkdocs material and pymdown.

With the release of MKDocs Material 2.2.0 there are some drastic changes with regards to the dependencies.
It seems it no longer works with Python 3, at least not 3.7.
So the container has been set to start from python 2.7 - this also coincides with the version recommended by mkdocs material.

It does have its merits, the collection of pymdown extension with mkdocs 17 and mkdocs material 2.2 look and work better than ever.
