cargo update for minor version bumps

Pulls in a new version of `rustix` that closes out a dependabot alert,
but the issue doesn't seem likely to affect rugs except possible by a
user that has local access to write to directories used by rugs (would
need to dig in to how `tempfile` and `is-terminal` use `rustix` to tell,
but it doesn't seem worth the effort).
