login with unverified email address will now throw the error "email address not verified". Updated user login service and route to reflect new feature. Also, testing updated for new functionality

Method added to user_routes that allows the unlocking of a locked user through an authenticated manager or admin on swaggerUI. 5 Tests added to test edge cases and main unlocking. Functionality checks as well.
