Tested on 05_hilda_event example from the lompe paper, using different errors for the 3 different components on the ground mags. Seems to work.
The background for this PR is that this may be used in the E3DSECS application, for estimating the E-field. However, a full covariance implementation should be provided, which we currently do outside Lompe in E3DSECS.
