This PR tests the branch functionality:

Expected Behavior

1. Track Progress: Should create a tracking comment showing Claude's progress
2. Custom Prompt Injection: Should review with the custom instructions from the workflow
3. Tag Mode: Should use tag mode instead of agent mode due to track_progress: true

What to verify

• Tracking comment is created
• Custom instructions are followed
• Progress is visible in the tracking comment
• Environment variables are properly injected
