Include Norfolk Police Incidents in SpotFax

Count of Incidents w/i 1/4 mile in past 30 days
Patrol Zones (Car_Sector)
Precincts
Response Time

Can't count incidents because fields are different, making the query to Socrata API invalid. This should be fixable with code.

Can't calculate response time because it's not present in the data. This is fixable only through policy.
