🌱 Add insecureDiagnostics and diagnosticsAddress to chart

What this PR does / why we need it:
This PR adds the fields insecureDiagnostics and diagnosticsAddress to the chart. It also refactors the manager field to be configurable per component.

These fields are necessary to configure the metrics exposure of the components.

@furkatgofurov7 I removed the manager config from infra-conditions.yaml as it does not make sense to configure it if the controlPlane config wasn't specified. So now it is mandatory to specify controlPlane to configure manager.featureGates. Do you disagree with something?
