Issue:
the current "create button" in the plans and mapping list views use
useHasSufficientProvidersQuerythat does not take into account the namespace, the empty state page useuseHasSufficientProvidersthat do take into account the namespace. so the two buttons, the one in the empty state, and the one in the list view show different availability.Screenshot:
