`laminas-servicemanager:3.18.0` is the first release to support PHP 8.2 - this will also prevent installation of `psr/container:2` which forces installation of `laminas-servicemanager:3.15.0`

Now, the only way to prevent installation of psr/container:2 and SM:3.15 is to require laminas-cache:3.10 minimum - reverting the dep changes completely will downgrade cache to 3.9 so that psr/container can be upgraded.

Is it acceptable to bump minimum version of laminas/cache?

Rebased and updated psalm. Baselined newly reported psalm false positives. See vimeo/psalm#10530
